I recall someone earlier on posting that they noticed that with P3's kernels they did not see CPU clock in the application "System Panel App" ("System" in the App Drawer).
I recall seeing my clock speed running there, but I remember that poster was running stock and I had downgraded to the 800MHz kernel to try to extend battery life. So I did a bit of experimenting with P3's LV kernels. I loaded them all one at a time and checked to see if clock speed was passed through.
Those kernels which are evenly divided by 400 (i.e. 800MHz and 1200MHz) properly pass their clock speed along. The others (900, 1000, 1100, 1250) do not.
