Installing drivers (SDK) on the Bionic... first timer

I'm trying to setup Proxoid on my new Bionic, and in doing so it requires me to install new (developer) drivers on the phone. Here is the installation instructions that I'm following:

essentially I can't get Windows 7 (64-bit) to install the drivers. In my device manager I tried installing the downloaded amd64 driver with the phone in all 3 modes (mass storage, PC, and windows sinc) and windows keeps giving me the following message:

May be a shot in the dark, but do you have usb debugging on? Don't remember if you need it or not for that.

Yes, Debugging is on. I can't seem to trick windows into updating the drivers that I want
