Installed new rom how do I get my old contacts back?

Yes I did back up my files before I installed the rom.

Did you back up your contacts with Google or an app. If you didn't do that and just did a backup in CWM then you need to go to your backup and do a restore, back up your contacts with Google or with an app like Mobile Backup II and then flash the rom again
