ICS Rebooting constantly

ICS is rebooting constantly on my phone.

I need to figure out the quickest way to remove my apps and see if that solves it.

Please suggest ways.

Followed those instructions...

No idea if in Safe mode or not, attempting to update some of the apps, got 2 done, it froze and will soon be rebooting i would imagine.

edit: yup there went the reboot.

During this reboot a prompt came up stating "Updating Android"

have not seen that prompt previously except with initial install

Edit: So funny thing, on previous reboots, the top bar would disappear and then the phone would reboot.
This just happened, but after a few seconds the bar came back.

edit: there goes the restart. didnt see anything funky first other than no response from the screen or bottom row of keys.

waiting for it to reboot, may have just shut off not sure. no reboot yet. has taken time before.

Edit: not sure wtf that was, screen went blank, did nothing waited and waited and suddenly the phone just came back to life like nothing was ever wrong.

My sons stock droid Maxx went bonkers and then bricked after the OTA. He panicked came home and handed it to me. I basically just did the beboot (simulated battery pull) phone started up (I was a Hero) and no problems.

All good.

Is there a way to just completely clear all my apps and what not?

I can redownload them.

And then I will reflash the ICS update.

And can this be done in recovery mode (power and V+and V-)
