In the Play Store it shows that it might work, but according to their description:

This is a theme application for the new T-Mobile Theme Engine included in the CyanogenMod7 ROM and some other ROMs.

What ROM are you using?

Well, I could be wrong, but it looks like you have to have the CyanogenMod7 ROM installed first. Then this is a theme for that ROM.
