HTC Incredible stuck in boot animation

I have two HTC Incredibles (non rooted) and they both have radio 2.15.00.07.28. I followed this guide (How to get back to complete stock from s-off) and flashed the PB31IMG. It said everything was successful (on both devices) and asked if I wanted to reboot so I said yes. After rebooting it stays at the same screen. I have tried other versions of the PB31IMG and they do not work. I would really like to get these working again if anyone has suggestions.

Okay, I found that going into Recovery from the HBoot menu allowed me to wipe everything. One of the phones booted up and it shut down soon after scanning "SD" card, although there wasnt one in at the time. The other phone wont let me wipe the data or the cache.
