How do I disable the stock internet app?

When you get the popup check the box which says use by default and then select Chrome. You shouldn't get the popup after that.

I have been but it keeps popping up.
 
I downloaded chrome and I will get a popup asking me which program to use. How do I disable the stock internet app?

The same way you disable any app in ICS. Long press the icon in the app drawer, and then drag it to where it says "App Info." After doing that, it will open the app information screen. At the top right, it will say one of three things - Disable, Uninstall updates, or it will have a greyed out Disable button. If it's greyed out, you can't do anything. If it says Uninstall updates, tap that, let it do it's thing, and then open the app info screen back up for it (by long pressing in the app drawer and dragging to app info). You'll now have a button that says disable. Tap that and you'll disable the app.

You can also get to the app info screen by going to Settings -> Application manager -> All -> and selecting the browser from the list.
 
Thanks. I did try that but it only allows me to force stop.

Then the only way to completely disable it will be to root and use Titanium Backup to freeze the app.

I'm not sure why it's not keeping Chrome as the default though. I have Chrome selected as the default browser on mine, and I never get asked.
