I would guess that it's probably some sort of notification about a new chat message, but I'm not familiar with what app it might be from.
When you pull the notification bar down, does it say anything by that icon?

yea it seems WAZE likes to re-enable notifications occasionally after an update. Even though I work from home, my primary office address is listed as "Work" in Waze. I'll suddenly commuter traffic warning notifications for Baltimore (250 miles away) and have to go back into settings to turn them off...again.
