Gsm unlock ????? Help!!!!!

In a bit of a dilemma here got a ----VERIZON RAZR XT912
SYSTEM VERSION----- 98.72.16.XT912
ANDROID VERSION ------4.1.2
BASEBAND ------CDMA_N_05.21.00R LTEDC_U_09.1D.00
WEBTOP VERSION ------WT-3.0.0
KERNEL VER------------- 3.0.8-GBACB1CF
BUILD NUMBER-------- 9.8.2O-72_VZW-16

I guess I was under the impression that this had the global unlock but when ever I insert a non VZ sim card it says the famous UNKNOWN SIM MSG

and it wont work even after I hit ok it just wont call or txt says something about no network available weird part is it says that I just got a new voice mail

can some one pleas help me out and point me in the direction I need to go in thanks in advance one thing I did try was the Radio comm but didn't work

Where you trying to use the phone? The way I understood it.....the gsm is only unlocked outside North america .....what sim you trying to use?
