What is the easiest and most cost effective way of being able to download and play gba games? And what apps do I need to download?

First you'll need an emulator. There are several in the marketplace. Then I would grab an app called rom gripper. You can use it to download the bios and also the actual roms.

rom gripper was pulled from the market because of TOS violations, but there are alternatives out there, just search.

also, yongzh makes the best emulators on the market, so search for his GBA emulator.

IMO you need a joypad of some sort to play GBA games effectively. there's the game gripper, that's a piece of "rubber" that flexes over your keyboard and adds buttons and a d-pad and there are a few bluetooth options you can use as well.
 
One more question when I download the rom and I try playing it on the emulater it says bios failure and something about the settings. Any advice?

you need the gba bios file. you can find it with a google.

i know the process is difficult, but it's intentionally this way. yongzh's emulators are legit and the games i've played are amazingly playable.
