Extended battery won't fully charge

Got a tbolt couple days ago and extended battery. Long story short, I can leave phone on charger all night and battery meter won't get above half. Am I missing a step on the phone?

swap out the battery and see if it charges to full. if its still stuck, could be software or hardware related.

Mine will hang at 99% a lot of times, extended battery, while charging, unplug, say at 96%, will plug back in, will get back up to 99%, then if i run some apps will go to 100 and the light will stay green then. But when first got this extended battery I ran until it would not allow me to stay up anylonger, then I charged and gets to 100 most times now.
