Emails wont sync over wifi

Like it says they wont sync. turn off wifi, hit refresh, emails come in. wait an hour. go to gmail.com, new emails, not on phone yet, hit refresh with wifi on...nothing, turn off wifi and hit refresh and emails come in.

what is going? are they not supposed to sync? i swear it was syncing before and with my D2G.
