The 5.1.1 update has just now started rolling out to the (2013) Nexus 7! To install this you can manually flash the image. To flash the image you will need to have the SDK setup on your PC and be able to run a few simple adb commands. Of course you could always just receive the OTA update when it makes its way to your device. Then again "just taking the OTA" sounds easier than it actually is if you are rooted with custom recovery. You will first need to install the stock recovery, and reenable any stock files you have modified or changed. If you are running a custom rom you will have to revert back to the stock rom before accepting the OTA.

For those of you who have a custom recovery installed there is a much easier way to install the latest 5.1.1 version of Android on your Nexus 7! Scrosler of ScottsRoms the guy famous for the Clean Rom series has just released his Stock Rooted build of Android 5.1.1 for the Nexus 7. This is not a custom rom at all so don't expect any custom features. This is 100% stock. It is rooted and has busybox installed. Prior to installing the rom you will want to be sure to update your bootloader, and be on the latest version of TWRP.

To Install:

Install:
  1. Copy ROM to storage
  2. Reboot to TWRP recovery
  3. Factory Reset (no other wipes needed)
  4. Flash ROM
  5. Reboot and Profit!
