DSLR Camera for Beginner/New User

I want to get a nice DSLR that isn't too expensive(under $1000), but of course can take nice photos and video. I'll mostly be using it when my family and I go and vacation and just random photos. Doesn't need to have a lot of features, but being able to change settings like ISO and the like would be nice.

Could anyone recommend a good one? I google'd some and a lot of sites point to the Nikon D3100 and Canon EOS Rebel T2i/T3i .

EDIT: Actually, it doesn't need to be a DSLR. It could be a Compact, I just want a camera that takes better photos than my old Olympus FE-230
