Droid X web Access limitations

The web browser can search but when the browser has to manipulate nested windows like for the University of Phoenix forum, the browser can't scroll within thread window; no scroll bar exists and the click swipe doesn't work, also can't reply within text area of reply box. For my classes this phone is useless.

Sounds like a website problem.... can you post a link that can show this issue?

The good thing about Android is that you are not stuck with a single browser choice like you are on the iPhone. Try downloading one of the others to see if it works.: xScope, Dolphin HD, and SkyFire are three I know of.
