I just bought a Razr M outright, to upgrade from Droid 3. The Razr M came with no (micro) SIM card. My Droid 3 SIM card is huge. Will the Verizon store be able to give me a new micro sim card and transfer the data from droid 3 to the new card and the new phone?

Go to a Corporate store and you shouldn't have any problems getting a SIM card. They might try and charge you for transferring data though. We rely on Bluetooth to transfer contacts and such. Specifically, we use a free app called Rainbow Contacts in the Play Store to transfer contacts. It pulls them from the old phone instead of pushing them from it.
Alternately, you can also save your contacts to a microSD card as a .vcf file, or even save them to your Gmail account (the preferred way, if you ask me). For pictures and documents, mine are stored automatically to my microSD card, but you can also connect your phone to your computer and manually transfer that way.
