Drawing on photos

When I press the pen to a photo in the gallery it pops up with what looks like a mini crop tool and it says manually detect. Im not able to draw on them unless I take a screen capture of the photo.

How do you draw on top of a photo without having to take a screenshot of it?

Ok, cool. Just to be clear, is there a built in way to do this on the Note2? I am on VZW so I'm guessing it is built in with other carriers but not with VZW that is why I need to download this app?

For some reason our phones did not come equipped with photo editor... most people have to dl it from samsung site but its broke for some reason.
