I tried to download an image to the Downloads folder on my card today. The download failed. When I checked the manager, it said it had failed due to insufficient space on the card. I checked the card in Storage and it has over 15 GB still free. I changed the download target to device internal storage and it worked.

Is this failure due to KitKat restricting apps from using the microSD card?

Yes. ref: http://en.wikipedia.org/wiki/Android_version_history

For Android 4.4:

"Applications' access to secondary storage (memory cards on devices with internal primary storage) is restricted to their designated private directories only, while full access to internal primary storage is still allowed".

Also,

"Disabled access to battery statistics by third-party applications".

In other words. Dolphin would have to create its own download folder instead of using the one already there. Hope they'll update it.

Current Phone Model
Motorola X Pure
save files to the internal memory and then move to them to SD card

I ran into that problem to. My solution was to save files to the internal memory and then use my picture organizer app [QuickPics] to move them to the SD card. The work around is OK till Dolphin can fix the true issue.
