digital rings possible glitch??

While charging my phone i noticed something weird. The battery ring shows a 5% difference between the stock battery indicator. See pics. (While doing this post it went to 96%)

The stock app is in 10% intervals changing at the 5s. 95% reads as 100%, 94% reads as 90%, 73% reads as 70%, 46% reads as 50% catching on. I have noticed if you check your phone above 95% the phone will stop charging, it won't charge to 100%. So when it's close and you really want those last little bits of juice resist the temptation to check it. I use gsam and it gives time to full stats, when its close I just add 10 to 15 minutes to assure a full charge.
