Default ring always plays for contacts set as silent

I cant get silent or non to work as ring tone. I even downloaded a wave file of nothing and the contact I set it too always rings as default ringtone. Is there a way to fix

Have you set the contact ringtone using Contacts > Pencil symbol (edit) > Three dot menu > Set Ringtone?

I did try that and it used to work I ended up getting an app to block custom contacts to silent and that works. Not sure what causes the issue
