Controlling phone with another one?

I'm wondering if its at all possible to use a cell phone to remotely control another cell phone or have a sort of link.

Company A has a good deal, but doesn't have good phones, so I would like to use the Company A features such as hotspot and the text/calls on my other phone. I think its strange, but I didn't wanna do any ESN cloning. Is this feasible if they are both Android sets? I assume I would use google voice to link the call/texts but I'm not sure.

For what your wanting just use Google voice offers free calls nationwide. And it is possible to control another phone if the phone has webkey its an app that sets up a vnc server on the phone. But it wont work for what you want to do
