charging 220v overseas

Yes, the USB charger should work anywhere from 100 to 240v. I was able to charge my LG Dare last year in China, and then later in France for instance using the stock AC charger. You will need a plug adapter for wall plug depending on the country you are going to. I got my plug adapters at Radio Shack.
 
Kensington (and a few other brands) offers a really handy fused plug adapter. It has several retracting plugs all contained in one piece.

It looks like there's now one that has a USB plug as well:

Just note that neither of these are voltage converters.
