Kit Kat brought on a list of issues for root apps that had to be worked out. These issues were easy enough for most root app developers to fix overnight. Yesterday Chainfire the developer of "SuperSU" posted a blog outlining all of the new issues for root that will be presented in the next version of Android. Chainfire announced that SuperSU has already been updated in preparation for the upcoming changes to AOSP. He is not spreading this version widely across the Play Store yet but is releasing a Beta version and encouraging tech-savy users to grab it and help by reporting any bugs. Issues for root are coming from new features like SElinux, ART, and PIE. For a complete description of the problems and to grab the SuperSU beta head to the link below.

Is there still No Root if you are already on Kit Kat for the Galaxy S4?

I think you have to go back to MK2 baseband and then root it.
