Can't get navigation to work

I go into navigation and it just says "checking navigation availability" endlessly. I need my navigation, help??

1. Go into settings -->Applications-->Manage Applications

locate Maps and selelct Clear Data

2. Go into Maps turn on GPS or whatever it asks at start-up the slect menu-->More-->Cache Settigns

select Clear map tile cache

3. Reboot your phone

4. Open Nav and it should work without an issue
