And I am not exactly sure what you are talking about so I moved your thread to the Razr section in hopes that someone else will know. We may need more info so, where are you trying to download it from and are you using your phone or a PC? Any more info will be beneficial to us.

The Droid RAZR Utility provides far better support than the one-stop root tool you refer to.
