Can't download aps

i AM A NEW SMART PHONE USER. WHENEVER I TRY TO DOWNLOAD AN AP IT SAYS "STARTING DOWNLOAD" AND NEVER FINISHES THE DOWNLOAD?????

Welcome! Sorry you are having issues with the apps downloading. If you have wifi available try connecting via wifi. If no, try logging into the market with your computer. I've had similar experiences if I try to update multiple apps at the same time.
