Can't download apps unless connected to wifi

I know it's a settings issue as I can remember agreeing to this during the set-up of my s3, but I'm damned if I can find how to change it.

Every time I am out of wifi coverage, it gives me an error message (403)

Can anyone offer any suggestions?

Go into your Google Play app, click settings (3 dots) click settings, click auto update apps and uncheck wifi only.

Unfortunately, this didn't fix the issue.

Any other ideas on what I can try?
