Can't access web pages through emails when not on wifi? Is this a setting? Can't find

I can instantly access hyperlinks through my emails when I'm connected to wifi but can't when I'm not. Is there a setting I need to change? I just got a replacement s4 and had to reset everything and don't remember this happening before with my other one but can't find a setting to adjust this. PLease help////

How often is always? Are you running any apps that are designed to save power, such as Juice Defender?
