Can't access "Mobile Networks" settings

When I try to access the Mobile Networks settings under Wireless & Networks settings it cycles 3G off and then back on but doesn't let me access the menu.

I need to access it because Tasker is telling me there are no location providers (for location) available even though I have plenty of 3G coverage and am in areas where it has worked for months.

Not sure what the issue is. Any help?

Using GummyJar 2.5 with Mysterious Beast theme.

it sounds like your theme may contain the data throttling mod. that i believe is one of the issues when you mod the services.jar file. read the thread in this section on data throttling i believe there is a fix in it.
