Can Data Saver be turned off remotely?

My husband's phone is lost. We attempted to remotely download Plan B to find the phone, but data saver is enabled on his phone, so the app won't download - it's not within WI-FI range. It show's it's waiting to download. If I could turn off data saver remotely, it would download and perhaps we could find the phone.
