Call ender app?

Soo, guys
Is there an app that will end calls at certain times of the day if there is any that are active? And also, to block calls / send them to voice mail. If not, how technically hard would it be to develop such an app? Sorry if this is in wrong forum lol just a midnight thought.

No like where an app will end calls during a period of time like say 3 and to like 6 in the morning. Or it'll not allow any calls to be received. Or would an app as such would have to be developed?
