Battery not charging past a certain percentage.

Firstly, this isn't my first Droid 4 phone given me this problem, it's the 4th one. And all the problems are the same, the battery seems to not charge past a certain point. The charging icon will appear, but when you look at the graph for the battery life, it plateaus. I've gotten these phones from the same store in my hometown. So, since 4 phones have started doing this, I'm assuming it's something on my end. But I haven't downloaded anything suspicious, nor have any virus' entered my phone. Could my charger be doing this? That's the only common trait all my phones have in common.

Has anyone else experienced this, and if so, is there anything you can do? Should I take it back, again? Buy a new charger?

Mine maxed out at 98%, I downloaded an app to watch the charge and it'll jump to 100 but as soon as you unplug it, it immediately drops to 98. I'm guessing it's a phone issue.....even after a FDR.
