Auto disable functions when screen is off

I've seen some screen shot that showed auto disable data when the screen goes off and was wondering how I get it.

Is this a certain Rom that does it? Or is it kernal based?

From the only rom I know is AOKP (there might be others but I haven't tried everything). But yeah I think it's only build into roms. Or you can purchase Ultimate Juice Defender in the Android market that does the same thing with a lot more customization and will work on any rom including stock. Just need root.
