Are there supposed to be themes in the toolbox?

I bought the Liberty Toolbox Donate on the market and when I go to the ROM Manager > Download ROM there are no themes. There are only Fonts, Themed Apps (like black facebook and black gmail), and a facebook sync fix. Under select ROM list I have selected "all" so that is not the problem. One of the reasons I downloaded this ROM is because it's supposed to have "tons of themes" but I can't find any other than the few on this board, none of which really interest me.
