App to change EvDO MIP profile on-the-fly?

This is a major shot in the dark but figured I would ask anyways. Without going into tons of details, I am curious if there's any apps out there, in the market or not, that are able to change the MIP profile on a device on the fly without needing external programming or rebooting? Is such a thing possible?
