App D/L Icons Wont Go Away

About a week or so ago i was updating rom manager and another app and the update failed and ever since then 2 download icons have been staying in my notification area and they wont go away, even after the apps were successfully installed. I can hit "clear" in the notification drawer and they will go away but once I put the phone to sleep they come back.

I know it has something to do with something in /data because this happened when I was on Jrummy's RCM and I switched to petes BBv1.0 and restored /data and the notifications came back.

How can I get rid of them?

Anyone have any ideas on this? I did a "powerclear" with cachemate and they're still there. I don't know what else to do....

Sorry to bring this back from the dead but it just happened again after I had fixed it by starting from scratch. Its going to be really annoying if I have to keep restoring backups every time this happens.
