Short answer NO. Long answer NNNNNNNNNNNNNNNNNNOOOOOOOOOOOOOOOOOOOOOOOOOOOOO. :biggrin: It was last updated May 2012. Pretty sure it is on the unsupported list for many months now as far as updates go.
Don't have to be rooted to delete it, wipe cache in stock recovery. But, it will continue to bug you to download the update unless you root and disable it.

how to stop updates
root
install root browser
Rename /system/app/BlurUpdater_VZW.apk to BlurUpdater_VZW.apk.bak. Rename /system/app/BlurUpdater_VZW.odex to
BlurUpdater_VZW.odex.bak
reboot, wipe cache
