Android TXT messaging help....

I have been using an iPhone 4 for about 2 years now. Since the release of the Galaxy 4S, I have been considering switching back to the Android side of things. I really like the size of the phone compared to the new iPhones. There are a few features of the iPhone that I will really miss.....

Anyway, my question is.....the iPhone has a native messaging app called iMessage. It allows you to send sms and mms messages to other iPhone users super quickly. And, since it uses the internet and its native app, the messages count as data and dont appear on your bill as a txt message. Can I do the same type of thing with a Galaxy S4 ? Can I send messages to friends and not have them appear on my bill using a native app ?

There are a lot of options on Android, but I use the default "Google Talk" app, now "Hangout. " it allows for data messaging as well as video chat.
