Android Programming/APK Question

I am wanting to write a program that will allow me to have a gesture attached and also boot at start-up once a re-boot occurs... I am wanting it to be transparent (not see through or the color) or something so it is away running in the background to detect the gesture no matter what screen your on or at or what processes are running... The perpouse is to be able to use a gesture to open a window to show a list of currently running apps and b be able to switch back and forth between the running apps or windows...

Is this possable and if so can you direct me to something that can get me started...
