Keep the data on, but call Verizon and let them know as well. I had the same problem, and it stemmed from inaccurate activation. When I activated the phone it put some sort of third party text block on my account- something no other Droid has ever done- and it would allow me to recieve texts but I could never send them. I had to call three times, and finally Best Buy replaced my phone and I haven't had the issue since.
