Speedtest app messed up? Or 4glte crazy fast?

So I was in green bay Wisconsin today doing a few 4g speed tests and the first one randomly jumped up to like 32mbps so I did a few more and they were around 10mbps to start and kept getting a lil faster till I was up around 15 close to 16 Mbps then every time I ran the test after that it was saying 32mbps down. If anyone knows how to take a screenshots on the bionic ill post pictures of the results.

I've seen screenshots of people with TBOLTS who regularly got in the 30s. I had yet to reach full 4G coverage but I've gotten mid 20s with 3 bars.

Checked my results and my fastest was 40 Mbps down and 7 up. U would think the up would be a lil higher.

I use the speak easy website to test my speeds not the speed test app and here in the baltimore dc area i get between 15-25mbs down depending on where i am.

I'm in San Diego and get full 4 bars of 4g pretty much everywhere I've been so far and I regularly get high 20's to low 30's on download. It's stupidly fast. Such a big step up from my OG droid.
