Wi-Fi disabled yet shows as active on battery meter.

I wanted to see how my battery use would change if I disabled Wi-Fi for the day. It's been off all day yet the only time it was actually off is when I was driving and had a smart action active which disabled Wi-Fi when connected over Bluetooth.

Just fyi. Smart actions kept Wi-Fi on in the background even if I purposely set it off in the settings. There is a setting you can turn off in smart actions but then location services inside of smart actions will no longer work.

I wish SA would figure out a way to do location based stuff without wifi, but I'm sure there's a battery benefit.
