Why do we think Droid3 won't be 4G? And when?

Is it just because we would have figured it out by now? I am dying for a not enormous 4G phone, but I don't think it's going to happen. I might as well just get the Inc2 if the D3 won't have 4G. When is this thing expected out? Thanks
