My niece blew me away with her epic 4g the other day. We were both playing smash ants and her ants were flying faster than mine. I'm rooted and OCed to 1000 so I thought we would be similar but her phone was definitely faster. Now I am jealous. Lol

So I am going phone shopping. But I want a phone I can root, use as a hot spot and over clock if necessary. I also want one that comes native with the latest stock rom or is capablemof running it if rooted.

So what are thenbest options right now?

Every phone out there is rootable. It depends on what you want out of rooting.

From reading your post I can say that you don't want much, huh? The only phone running the "latest stock ROM" is the Nexus S.

Nexus S is running Gingerbread, yes.

Any non-Citrus model from Motorola or HTC is running FroYo. Samsung still has the Fascinate on Eclair and LG I have no idea.
