they can make all the mistakes they want to perfect it but just leave out the injuries and fatalities.

Sure they will, but to get real time analysis they would want real time simulation. Or they will need to create a virtual world, if i am not mistaken they can actually make a simulated town. May be companies like Uber, Google and other Giants who are testing Driver less cars shall make a town for their testing mutually.
