Themes/ROM's won't replace background

No matter which ROM I load now or which theme, the background does not get replaced. I DO wipe data/cache every time and the same things happens. Right now I downloaded the Watermark one and the same background file is there still. What gives?

If you're using LauncherPro, restart it.

Launcher Pro

I do have LP installed and have restarted the phone quite a bit as I tried different combos over the weekend and I tried just restarting LP and it doesn't seem to have any effect.
