I remember in the early 2000's when a few hackers managed to get to one of the root servers. Traffic was slow, but not impossible. To pull off what they are describing would be nearly insurmountable. Not only are there more root servers than in those days, Dynamic DNS tables have made it to where the "map" for the world wide web is fairly well distributed not to just those critical locations but to regional and local ISPs. To do a full shut down would take a cascade of enormous proportions.
