Anyone know how to adjust the mouse sensitivity on the smart controller?

Yes, for Motorola Droid RAZR you can go into the Settings
> Wireless&Networks > Bluetooth Settings then
press and hold the Motorola RZ100 device that has the mouse icon. Adjust the
speed in the popup window

If you use this device on tablets first it must be Honeycomb 3.2, look at the ABout Tablet area for determing your version. If you have 3.2, then Language&Input > Mouse and Trackpad Settings
> Pointer Speed
