Apparently, India is a tougher market to crack than any of the big companies realized. First, Google's Android One program is off to a slow start, and now Samsung's attempt to appeal to the low-end of the market seems to be a minor flop too. All reports indicate that Samsung's first Tizen powered smartphone is unpopular and getting a generally cool reception there.

In fact, one Indian customer compared the device to those found in 2010. This isn't far from the truth when you consider its lack of LTE and the low-end specs of its internals. Despite its low price, apparently shoppers just aren't that interested in the device.

A local analyst had this to say regarding the Samsung Z1, ”It’s not always about the cheapest, customers are looking for specs … There are already a plethora of devices running on Android that Indian customers can choose from.”

It seems that Sammy underestimated their customers in India.

I feel like they're incredibly late to the game. I get what they're doing and why, but Android and ios already have very strong footholds and followings.

Just as the article says, it's gonna take more than just a cheap device to crack into the market with a new os, even if it runs android apps.
