Just turn on "airplane" mode and then switch it back off as soon as you see the phone lose signal. You'll get a new IP a lot quicker than power cycling.

If you don't want such comments then definitely don't point it out for everyone like this. Don't even mention that you're downloading files. All you have to do is ask for methods to quickly obtain a new IP address.
